Report on the Audit Report for the Financial Year 2024–25
The audit of Mulakkuzha Grama Panchayat for the financial year 2024–25 was conducted by the Kerala State Audit Department, and the audit report has been submitted. While the audit report opines that the Panchayat’s annual financial statements generally present a true and fair view of its financial position, it has pointed out deficiencies and made recommendations on various matters.
The audit observed that several bank accounts remain inactive without any transactions and that certain non-existent accounts have been included in the annual accounts. Discrepancies in the accounting of Finance Commission Grants, deficiencies in bank reconciliation, and inadequate maintenance of registers were also highlighted.
The report further states that the Demand, Collection, and Balance (DCB) figures relating to Property Tax do not tally with the annual accounts. Differences were also noted in the accounts relating to the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and the Swachh Bharat Mission grants.
The audit observed that the property tax revision process has not been fully implemented in the Grama Panchayat and that property tax has not been assessed and collected from mobile towers. It was also found that employee profession tax and institution profession tax have not been fully collected from various establishments.
Deficiencies were identified in the licensing procedures as well. The report states that licenses have not been issued to all establishments functioning within the Panchayat area and that there are shortcomings in granting statutory licenses to livestock farms and pet dogs in accordance with the relevant rules.
The audit report also emphasizes the need to strengthen the internal control system of the Grama Panchayat. It recommends giving special attention to matters such as completion of property tax revision, monitoring of LIFE housing projects, timely completion of deposit works, updating of the asset register, and proper maintenance of the tender register.
